Growth of international education is causing many countries to revisit their policies. Some national and international agencies are focusing on the benefits obtained from study abroad and faculty exchange programs.  Among scholars, there seems to be interest in examining the efficacy of various forms of cross-border higher education and the potential benefits of higher education services for the providers as well as the recipient countries in a knowledge-based world economy.
