Global Competency: Public Policy

The United States Congress supports international higher education through a variety of agencies.  The Department of Education has responsibility for grants programs such as the Fulbright Scholars program and overseas programs aimed at improving postsecondary foreign language instruction. The U.S. Department of State’s Bureau of Educational and Cultural Affairs administers a number of undergraduate and graduate scholarship programs for study abroad.  The National Security Education Program (NSEP) offers U.S. students funding to study world regions deemed critical to U.S. interests and future security in exchange for a commitment to work in the federal government.

Meanwhile, rapid growth of cross-border higher education has prompted discussions by international agencies about quality assurance, trans-national mobility of credentials and the creation of mechanisms for assessing and comparing the performance of different higher education systems.
